Born in 2016 and belonging to the Hmong ethnic group, young Tho A Giong lives in Huoi Xai village, Tri Le commune, Que Phong district, Nghe An province. He was transferred to Nghe An Obstetrics and Pediatrics Hospital in critical condition, exhibiting high fever, limb paralysis, and respiratory failure. Through examinations and diagnosis, doctors determined that he suffered from acute disseminated encephalomyelitis (ADEM)—a severe neurological condition carrying high risks of long-term sequelae or even life-threatening complications without timely treatment.

Under the treatment protocol, Tho A Giong required specialized medical intervention, including plasma exchange, intensive care, and prolonged rehabilitation. Although he was entitled to 100% health insurance coverage, his family still faced out-of-pocket expenses for non-insured medical items throughout the treatment process—presenting immense financial pressure under their exceptionally impoverished circumstances.

Tho A Giong's family is classified as a poor household living in a remote, mountainous region.
